In Fife, Midlothian and East Lothian:
The Association operates a point based system which aims to identify those in most need. The policy takes into account of:
• Homelessness, including those threatened with homelessness,
• Health Problems which could be alleviated by re-housing,
• Support requirements,
• Racial and other harassment.
When a vacancy occurs it will normally be offered to the applicant with the highest points who has indicated a wish to be considered for that development or area.
In order to ensure that Allocations are made across a range of applicants, the Association operates a quota system. This details how VHA’s vacant properties will be divided among the different categories of lets. This is to ensure that we can demonstrate clearly how decisions on allocations between the different categories are made:

Decants
We reserve the right to use an unlimited number of our properties as decant accommodation for existing tenants who need emergency re housing, or who need to move to other accommodation whilst their property is undergoing repair or improvement.

Transfers
Up to 30% of the properties which become vacant each year will be offered to VHA tenants on our Transfer List. Our Transfer Policy details how transfers take place and the criteria we apply. Please refer to the Transfer Policy, attached, below.

Nominees/ Homeless referrals
We aim through our nomination arrangements with local authorities to allocate 50% (net of transfers and decants) of the remaining vacant properties to local authority nominees.

Register of Applicants
We aim to allocate 50% of our remaining vacancies to applicants on our Register.

Appeals Procedure
If you do not agree with the points awarded or the quota group your application has been included in or any other matter relating to your housing application, you may appeal in the first instance to the Housing Manager.
